My comment:
(a) I know the authorships differ, but there is simply no English report by "麦克·沃尔德里奇."
(b) The English report of BBC contains a chart that the Chinese version does not have )otherwise, there is  no need to read the English report). Yes, US has a low drowning rate (with UK half of that). But in my view, the high-rate natios are all in tropical zone. It can be that in UK, say, the season for outdoor activities is short. Take Massachusetts for example, Six Flags water parks open from Memorial Day (in late May) to Labor Day (at the beginning of September) and host few when it rains.  On the other hand, I have observed Americans do pay attention to safety a LOT: when near--but not necessarily in--water, they don flotation devices just in case.

“There is a wide range of uncertainty around the estimate of global drowning deaths. Official data categorization methods for drowning exclude intentional drowning deaths (suicide or homicide [which are two additional categories, besides ‘accident’ which include drowning]) and drowning deaths caused by flood disasters and water transport incidents. Data from high-income countries suggest these categorization methods result in significant underrepresentation of the full drowning toll by up to 50% in some high-income countries. United States: drowning is the second leading cause of unintentional injury death in children aged 1-14 years.

"Drowning accounts for 75% of deaths in flood disasters. * * * Drowning risks increase with floods particularly in low- and middle-income countries where people live in flood prone areas and the ability to warn, evacuate, or protect communities from floods is weak or only just developing.

* Except what I quote above, there is no data from China or Taiwan (as the Infographic shows).
