My comment:
(a) We may dismiss the talk as a ploy by Pentagon to get more funding--at least not further cut of its budget. However, what is interesting is "便携式的模块化电子战装备."

(i) This is the ONLY report Google finds for this speech, that spells out the mysterious weapon system by name (there is just another report on this speech).
(ii) What is Punaro. The texyt identifies him this way: "NDIA is the National Defense Industrial Association, which co-sponsored today’s event at the Atlantic Council and whose chairman, retired Marine Corps two-star Arnold Punaro, introduced Stackley with high praise this morning."
(iii) NDIA, as revealed by its name is a trade group--basically a consortium of weapon manufacturers--whose board chairman happens to be Mr Punaro.
(iv) Incidentally, about "www.scoop.it." Naturally the "it" is the domain name for Italy. However, the home page of the website makes it unambiguously clear: The it--at the same time signaling its is a domain registered with Italy--means "'Scoop. it!  You are the content you publish"--apparently modeled after the phrase: you are what you eat. Its headquarters is at San Francisco.

(c) Understandably there is scant information about transportable electronic warfare module (TEWM)--it must be a top secret. I can only find two items (one locked behind pay wall and the other is old).

* NRL stands for  Office of Naval Research, which funded/funds the research.
* The only figure in this report showed indeed the equipment is portable.
* It is conceivable that electronic warfare (giant-sized or portable) can be a countermeasure for Taiwan against China's missiles, others being interference with GPS (US will do it for Taiwan, but China is developing its Beidou) and AGM-88 HARM
