My comment:
(a) The book is published by Georgetown University Press, in May 2015.

(b) Goldstein himself in his writing uses quotation marks to bracket cooperation spiral, indicating this is a term he coins and unfamiliar to others.
(c) What he proposes is simply impossible in the current climate of domestic politics in US.
