Richard Bernstein, Troublesome Friends; To 'win' Japan to our side in the Cold War, we offered the most generous occupation—aid, reduced reparations and guaranteed security. Wall Street Journal, Oct 6, 2016

(book review on Victor D Cha, Powerplay; The origins of the American alliance system in Asia. Princeton Univ Press, 2016)

My comment:
(a) Victor D Cha is "the former director of Asian Affairs on the National Security Council."
(i) Victor Cha
https://en.wikipedia.org/wiki/Victor_Cha
(1959- ; currently holds the DS Song-Korea Foundation Chair in Asian Studies and is the Director of the Asian Studies program in the Edmund A Walsh School of Foreign Service at Georgetown University; earned "a MIA [Master of International Affairs] from Columbia")
(ii) The Wiki page entitled "Cha (Korean surname)" says the hanja is 車.
(iii) Georgetown Univ's Web page for "Victor D Cha" says his tenure at White House (NSC, that is) lasted from 2004 to 2007.

(b) Please read the three consecutive paragraphs (which constitutes the second half of the review), where the  first paragraph starts with "In Asia, the act of blatant aggression" which was Korean War. The rest of teh review is insignificant.
