Ewen MacAskill, WikiLeaks: Hillary Clinton's question: how can we stand up to Beijing?Australia's ex-PM Kevin Rudd advised US secretary of state to welcome Beijing onto world stage but keep force as a last resort. Guardian (London), Dec. 4, 2010.

My comment:
(A) Here is the cable, whose title is apparently supplied by editors:
US embassy cables: Hillary Clinton ponders US relationship with its Chinese 'banker.'
http://www.guardian.co.uk/world/us-embassy-cables-documents/199393
Note:
(a) "DECL: 3/24/2019" in the third line indicates the cable would be declissified on that future date.
(b) summary of Rudd's remarks:
(i) Engage with China, "all while also preparing to deploy force if everything goes wrong."
(ii) Hu Jintao is no Jiang Zemin (from the context, it seemly refers to the fact of collective leadership now in force.
(iii) Chinese leaders were "paranoid" about both Taiwan and Tibet.
(iv) Not to allow "Chinese Monroe Doctrine."
(B) There is a Chinese-language summary:

My comment:
(a) Here is a report from Russia prior to the crash.
Forming of Russia's Glonass satellite navigation system to complete on Sunday. Ria Novosti, Dec. 5, 2010.
http://en.rian.ru/russia/20101205/161631571.html
("Russia currently has a total of 26 Glonass satellites in orbit, but three of them are not operational")
(b) Obviously Rusia's GPS system is in a more advanced stage--in terms of numbers of satellite (I am not talking about technology)--than China's.
