My comment:
(a) Please read the second half of the report, starting with this paragraph: "Though Grosse did not name China, the move immediately brought the country to mind because of its suspected cyberhacking capabilities and massive online censorship apparatus." The first half is a summary of the Google blog.
(b) Inciodently, a screen name made up of two Chinese characters in the above blog left a comment that it was China.
