[<wbr> [<wbr> [<wbr> [<wbr>近年来，朝鲜由于遭受严重的自然灾害，粮食减产严重。从1998年开始，土豆这种成熟期短、产量高的农作物，由于其具有耐寒、抗旱涝、易种植且增产效果明显等优点，逐渐受到了朝鲜党和政府的重视，并得到大范围的推广种植。朝鲜政府希望通过土豆来代替大米和玉米，短期内解决老百姓的吃饭难题，以渡过粮食短缺危机。朝鲜最高领导人金正日更是提出了“土豆如同大米”的口号，号召人民栽培并食用这种食品。朝鲜各部门纷纷响应号召，在全国范围内掀起了一场轰轰烈烈的“土豆革命”。

[<wbr> [<wbr> [<wbr> [<wbr>朝鲜城市居民的正常粮食供应标准是：成人每天700克（军队和特种部队最高可达800到900克左右），国家供应粮每公斤约朝币8分钱（官方比价1朝元约合人民币3.9元，1朝元等于100朝分）；另外每天还有30克食油、20克酱油和20克盐等供应，基本上由国家有关部门通过粮店和副食品商店提供。但由于近几年粮食不足，这种正常供应已经不能保证。为此，朝鲜放宽了对城市农贸市场的管制，默许老百姓自由买卖粮食，解决吃饭问题，并鼓励贸易公司、工矿企业想办法通过各种途径为职工发放大米、白面等粮食。

[<wbr> [<wbr> [<wbr> [<wbr> [<wbr>土豆是朝鲜北部山区、半山区以及高原地带栽种的主要农作物，其中，位于白头高原上的两江道大红丹郡综合农场在土豆栽培生产方面走在了全国的前列。1998年10月，金正日视察了大红丹郡，对它依靠自己的力量，增加土豆生产，解决郡内人民吃饭问题大加赞扬，称赞大红丹郡是“社会主义农村的样板”，号召全国都来学习大红丹、支援大红丹，并呼吁朝鲜青年来这里实现青春理想。朝鲜《劳动新闻》等媒体称金正日的讲话点燃了“土豆种植革命的火炬”。
[<wbr> [<wbr> [<wbr> [<wbr>1999年3月，1000多名复员军人和平壤、开城等城市的400多名年轻姑娘先后响应金正日的号召，来到大红丹，落户农村，参加土豆生产劳动。为此，朝鲜还专门拍摄了故事片《对人生的选择》，讴歌城市青年到农村开辟新天地的壮举。当年一对落户大红丹郡农场的夫妇给金正日写信，请他为即将诞生的婴儿起个名字。金正日回信说，如果是男孩儿就叫“大红”，女孩儿就叫“红丹”，好让“大红丹”这个名字永远流传。

[<wbr> [<wbr> [<wbr>在朝鲜，由国家作为替代粮供应的土豆价格非常便宜，朝鲜的电视、报纸、广播都被发动起来，宣传土豆的营养价值和食用的种种好处。新闻单位拍摄了科教影片，介绍土豆的栽培、贮存、烹调技术，有关部门还专门组织专家研究土豆食品的开发。据报道，迄今为止，朝鲜研究出的土豆食用方法已达到100多种，包括煮食、煎食、制作土豆泥或直接提炼淀粉制成粉丝等等。平壤的一些路边饮食店也开始出售“土豆馅饼”、用土豆粉制作的冷面等土豆食品。记者曾亲口尝过用土豆粉和面粉按一定比例混合炸成的麻花，味道还真不错。

平壤市的一些老百姓说，国家想得真周到，开发出那么多“滿汉全席”的土豆食用方法，解决了粮食不足的问题，很了不起。当被问到由吃大米白面改吃土豆是否习惯时，不少人都说，“我从小就是吃土豆长大的，没什么不习惯”，不过也有人说，土豆毕竟是替代食品，当主食吃时间长了不行，吃多了胃胀而且不太禁饿。还有一些市民表示：“现在吃土豆，是为了将来生活更幸福。目前国家有困难，我们不能为国分忧，有土豆吃，就已经很知足了。”
