My comment:
(a) Paragraph 3 is: "防卫省最近没宣布日本自卫队正在东南亚和美国加州举行的联合军演,目前日本、美国、泰国、印尼等七国正在泰国清迈展开最大规模东南亚联合军演。"
My opinion is that the comma at the end of teh first 联合军演 should be a period ("。").

The second (and last) part of the SCMP report talks about the "Iron Fist" drill (Jan 15-Feb 22, 2013; at San Clemente Island, Caifornia) is "the largest joint drills conducted in the US since 2006, with 1,000 US troops and 280 Japanese troops taking part."
