Note:
(a) The report talks about "北京独立电影节."

Here is a web page from the official web site of "北京独立电影展/BIFF/Beijing Independent Film Festival":

(1) 中国限制稀土出口,西方加紧开发替代资源. VOA Chinese, Sept. 1, 2009.
http://www.voanews.com/chinese/2009-09-01-voa80.cfm

Note:
(a) The report mentions "初级稀土材料" which is another way of saying "初级产品"--in contrast with (稀土)原料.
(b) The number below is atomic number.
镝 Dy 66
铽 Tb 65
铥 Tm 69
钇 Y 39
锑 Sb 51
黄磷 P 15
锆 Zr 40
铟 Yn 49

Rare earth element
http://en.wikipedia.org/wiki/Rare_earth_element
("As defined by IUPAC, rare earth elements or rare earth metals are a collection of seventeen chemical elements in the periodic table, namely scandium, yttrium, and the fifteen lanthanoids"--the latter with atomic numbers ranging from 57 to 71 inclusive)

So, only the first four elements (Dy, Tb, Tm and Y) are rare earth elements. The VOA report is confused.

Note: That is Individual Income Tax and Social Security Rate Survey 2009. KPMG, Aug. 1, 2009.
http://www.kpmg.com/Global/IssuesAndInsights/ArticlesAndPublications/Pages/income-tax-social-security-survey-2009.aspx

(a) From 2003 to 2009 inclusive, Table 1, with a heading Highest Rates of Personal Income Tax, indicates:

Canada 29.0% throughout the period,
China 45%,
France from 48.1% in 2003 to 40% in 2009,
Germany from 48.5% to 45%,
Hong Kong 15%,
India 30%,
Italy from 45% to 43%,
Japan 50%
Korea (South) from 36% to 35%,
Singapore (from 22% in 2003 to 20% in 2009),
Taiwan 40%,
UK 40%,
US 35%.

(b) Figure 1, with a heading Effective Income Tax and Social Security Rates on 100,000 USD of Gross Income, indicates:

~~~~~~~~~~~~Effective Income~~~~~~~~~Effective Employee Social~~~~total
~~~~~~~~~~~~Tax Rate~~~~~~~~~~~~~~~~~Security Rate

India~~~~~~~31.5%~~~~~~~~~~~~~~~~~~~~12.0%~~~~~~~~~~~~~~~~~~~~~~~~43.5%
Italy~~~~~~~33.5%~~~~~~~~~~~~~~~~~~~~9.5%~~~~~~~~~~~~~~~~~~~~~~~~~43%
France~~~~~~14.0%~~~~~~~~~~~~~~~~~~~~22.0%~~~~~~~~~~~~~~~~~~~~~~~~36%
Germany~~~~~20.1%~~~~~~~~~~~~~~~~~~~~15.1%~~~~~~~~~~~~~~~~~~~~~~~~35.2%
Canada~~~~~~29.2%~~~~~~~~~~~~~~~~~~~~2.2%~~~~~~~~~~~~~~~~~~~~~~~~~31.4%

China~~~~~~~22.5%~~~~~~~~~~~~~~~~~~~~3.1%~~~~~~~~~~~~~~~~~~~~~~~~~25.6%
Japan~~~~~~~14.9%~~~~~~~~~~~~~~~~~~~~10.4%~~~~~~~~~~~~~~~~~~~~~~~~25.3%
US~~~~~~~~~~17.6%~~~~~~~~~~~~~~~~~~~~7.7%~~~~~~~~~~~~~~~~~~~~~~~~~25.3%
Taiwan~~~~~~18.1%~~~~~~~~~~~~~~~~~~~~2.9%~~~~~~~~~~~~~~~~~~~~~~~~~21%
Singapore~~~9.3%~~~~~~~~~~~~~~~~~~~~~10.4%~~~~~~~~~~~~~~~~~~~~~~~~19.7%
Korea(South)~~14.1%~~~~~~~~~~~~~~~~~~5.1%
Hong Kong~~~10.5%~~~~~~~~~~~~~~~~~~~~0.0%~~~~~~~~~~~~~~~~~~~~~~~~~10.5%

The Note to Figure 1 states: "In addition to federal taxes, the US calculation factors in the state [tax] of New York; the Canadian calculation factors in the province of Ontario;" AND
"Tax calculations assume married, no children."

My comment: Naturally $100,000 gross income is considered high income in China and about middle-class in US, with applicable tax rackets at variance.
